The General Administration of Customs recently issued the Implementation Plan for Comprehensive Reform to Promote the High-quality Development of the Comprehensive Bonded Zone (hereinafter referred to as the "Plan"). As an important platform for opening to the outside world, the special customs supervision area with the comprehensive bonded area as the main body plays an important role in expanding foreign trade, attracting foreign investment and promoting industrial transformation and upgrading.

In 2022, the import and export value of special areas in China was 8.4 trillion yuan, up 7.4% year-on-year, accounting for 19.9% of the total value of foreign trade in the same period, and contributed nearly one-fifth of the total value of foreign trade in China with less than five-tenths of the land area. Up to now, there are 161 comprehensive bonded zones in China, distributed in 31 provinces, municipalities and autonomous regions.

The "Proposal" first focuses on reforming the business operation structure and optimizing the whole process supervision, and promotes the transformation of the comprehensive insurance zone from the original "two ends outside" to an economic functional zone that pays equal attention to both internal and external opening, and smoothes the domestic and international double cycle. In promoting trade facilitation, we will establish a supervision system that is more in line with the actual situation of enterprises with the help of intelligent and intelligent supervision means.

Chen Zhenchong, Director of the Free Trade Zone and Special Regional Development Department of the General Administration of Customs: Optimize the process of "one ticket and multiple vehicles" goods entering and leaving the zone, allowing specific types of goods to be distributed in whole and bicycles to enter and leave the zone; Optimize the classified supervision of goods management. After the enterprise completes the customs declaration procedures, it directly completes the operation of adding and subtracting the bottom account, and no longer requires the goods to actually enter and exit the bayonet.

According to reports, since 2019, 62 comprehensive insurance zones across the country have carried out bonded R&D business with import and export value of 5.69 billion yuan. The "Proposal" pointed out that it will speed up the establishment of a policy environment and business environment adapted to the development of producer services such as high-end manufacturing and R&D and maintenance, and promote the development of new bonded formats.
